
A Russian citizen must have a valid foreign passport to obtain an IIN. This service is not available with a Russian internal passport.
Step 1. Submitting Documents to the Public Service Center
- Please contact any Public Service Center (PSC) in Kazakhstan.
- Please present your passport and provide a Kazakhstani phone number (you will receive a tracking number for your application and an SMS notification when it is ready at this number).
- Processing time: 1–2 business days. State fee: 0 tenge.
Step 2. Registering the SIM card with the carrier
Since the SIM card was originally purchased without an IIN, it must be legally linked to the assigned number; otherwise, cellular service will be blocked.
- Once you have received your IIN, please contact the official office of your cell phone carrier (Beeline, Kcell, Tele2).
- Please provide your passport and your new IIN. The operator will enter your information into the IMEI database and assign the number to you.
Step 3. Registration with BMG and Issuance of an Electronic Signature
An electronic digital signature (EDS) is required for the LLP to continue its operations.
- Method 1 (Online): Install the eGov Mobile app. Enter your IIN and phone number, and complete the video verification (Digital ID). The system will automatically add you to the Mobile Citizens Database (BMG) and issue an electronic digital signature to your smartphone.
- Method 2 (Offline): If the biometric verification fails, visit the Public Service Center with a USB flash drive. A staff member will link the number to the BMG and save the digital signature keys to the USB flash drive.
